วันนี้ (19 กุมภาพันธ์ พ.ศ. 2569 ) การทางพิเศษแห่งประเทศไทย (กทพ.) กระทรวงคมนาคม นายสุรเชษฐ์ เหล่าพูลสุข ผู้ว่าการการทางพิเศษแห่งประเทศไทย เป็นประธานในพิธีการสัมมนารับฟังความคิดเห็นของภาคเอกชน (Opinion hearing) ภายใต้งานศึกษาความเหมาะสมทางด้านวิศวกรรม เศรษฐกิจ การเงิน และผลกระทบสิ่งแวดล้อมโครงการ ทางพิเศษเชื่อมเกาะสมุย
โดยมีวัตถุประสงค์หลักเพื่อแนะนำและให้ข้อมูลส่วนที่เป็นสาระสำคัญของโครงการแก่ นักลงทุน เพื่อประเมินความสนใจและสร้างความเชื่อมั่นในการลงทุนของภาคเอกชน พร้อมทั้งรับฟังความคิดเห็น/ข้อเสนอแนะจากนักลงทุนและผู้เกี่ยวข้อง สำหรับนำไปประกอบการจัดทำรายงานการศึกษาและวิเคราะห์โครงการตามพระราชบัญญัติการร่วมลงทุนระหว่างรัฐและเอกชน พ.ศ. 2562 ณ ห้องคาร์ลตัน แกรนด์ บอลรูม ชั้น 9 โรงแรมคาร์ลตัน กรุงเทพฯ สุขุมวิท รวมถึงมีภาคเอกชนให้ความสนใจร่วมเข้าการประชุมทางไกลผ่านโปรแกรม ZOOM
นายสุรเชษฐ์ เหล่าพูลสุข ผู้ว่าการการทางพิเศษแห่งประเทศไทย (กทพ.) กล่าวว่า การดำเนินงานศึกษาความเหมาะสมทางด้านวิศวกรรม เศรษฐกิจ การเงิน และผลกระทบสิ่งแวดล้อม โครงการทางพิเศษเชื่อมเกาะสมุย มีความจำเป็นอย่างยิ่ง เพราะจะช่วยยกระดับความมั่นคงด้านคมนาคม ความปลอดภัยสาธารณะ และคุณภาพชีวิตของประชาชน ปัจจุบันการเดินทางเข้า–ออกเกาะสมุยมีเพียง 2 รูปแบบ คือ ทางน้ำและทางอากาศ ซึ่งมีข้อจำกัดและเปราะบางต่อสภาพอากาศ ส่งผลต่อประชาชน การท่องเที่ยว และการรับมือเหตุฉุกเฉิน อีกทั้งโครงการนี้ไม่ได้เป็นเพียงสะพานเพื่อการคมนาคมเท่านั้น แต่เป็นโครงการที่ออกแบบให้รองรับระบบสาธารณูปโภคพื้นฐาน เช่น ระบบไฟฟ้า ระบบประปา และระบบสายสื่อสาร จนนำไปสู่การลงนาม MOU ร่วมกันระหว่าง การทางพิเศษ แห่งประเทศไทย (กทพ.) การไฟฟ้าส่วนภูมิภาค (กฟภ.) การประปาส่วนภูมิภาค (กปภ.) และบริษัทโทรคมนาคมแห่งชาติ จํากัด (มหาชน) เพื่อยกระดับโครงข่ายการคมนาคมและระบบสาธารณูปโภคพื้นฐานให้สามารถเชื่อมโยงแผ่นดินใหญ่สู่เกาะสมุยได้ตลอด 24 ชั่วโมง ตลอดจนสนับสนุนการเติบโตทางเศรษฐกิจและการท่องเที่ยวของประเทศอย่างยั่งยืน
โครงการทางพิเศษเชื่อมเกาะสมุยเป็นทางพิเศษยกระดับข้ามทะเลเชื่อมต่อระหว่างแผ่นดินใหญ่และเกาะสมุย ขนาด 4 ช่องจราจร (ทิศทางละ 2 ช่องจราจร) มีจุดเริ่มต้นโครงการเชื่อมต่อกับทางหลวงหมายเลข 4142 ในพื้นที่ตำบลดอนสัก อำเภอดอนสัก จังหวัดสุราษฎร์ธานี มุ่งหน้าทางทิศตะวันออกตัดผ่านทางหลวงหมายเลข 4142 ในพื้นที่ตำบลควนทอง อำเภอขนอม จังหวัดนครศรีธรรมราช จากนั้นแนวเส้นทางมุ่งหน้าทางทิศตะวันออกเฉียงเหนือ ผ่านพื้นที่สวนปาล์มและผ่านอ่าวประทับแล้วมุ่งหน้าไปทางทิศตะวันออก เข้าเชื่อมเกาะสมุยบริเวณเนินเขาแหลมสอ และมีจุดสิ้นสุดโครงการเชื่อมต่อกับทางหลวงหมายเลข 4170 ในพื้นที่ตำบลตลิ่งงาม อำเภอเกาะสมุย จังหวัดสุราษฎร์ธานี ระยะทางรวมประมาณ 37.41 กิโลเมตร
สำหรับมูลค่าการลงทุนโครงการ ประกอบด้วย ค่าจัดกรรมสิทธิ์ที่ดิน ค่าก่อสร้างโครงการ ค่าควบคุมงาน และค่าใช้จ่ายในการดำเนินงานและบำรุงรักษาโครงการ รวมเป็นมูลค่าการลงทุนประมาณ 74,044 ล้านบาท โดยโครงการมีผลตอบแทนด้านเศรษฐกิจ (EIRR) ร้อยละ 15.58 และผลตอบแทนด้านการเงิน (FIRR) ร้อยละ -0.31 ทั้งนี้คาดว่าจะเริ่มดำเนินการก่อสร้างในปี พ.ศ. 2571 และมีกำหนดเปิดให้บริการในปี พ.ศ. 2576 ทั้งนี้ การทางพิเศษแห่งประเทศไทยยังได้มุ่งเน้นการพัฒนาเพื่อเพิ่มความสะดวกและรวดเร็วในการเดินทางระหว่างเกาะสมุย กับแผ่นดินใหญ่ เสริมสร้างความมั่นคงของระบบโครงสร้างพื้นฐานและสาธารณูปโภคบนเกาะสมุย” นายสุรเชษฐ์ กล่าวในท้ายที่สุด

Regarding the Feasibility Study of the Engineering, Economy, Finance, and Environmental Impacts of Koh Samui Expressway Project
Today (February 19, 2026), the Expressway Authority of Thailand (EXAT) has the honor of hosting an Opinion Hearing Session as part of the Feasibility Study of the Engineering, Economic, Financial, and Environmental Impacts of the Koh Samui Expressway Project. The primary objective of this seminar is to disseminate essential project information to potential investors, evaluate market interest, and cultivate investment confidence within the private sector. Furthermore, the session serves as a forum to gather feedback and recommendations from stakeholders to refine the draft Request for Proposals (RFP) and the subsequent Public-Private Partnership (PPP) agreement. The event will take place at the Carlton Grand Ballroom, 9th Floor, Carlton Hotel Bangkok, Sukhumvit. Additionally, private sector representatives expressed significant interest by participating in the meeting via the ZOOM video conferencing platform
Mr.Surachet Laopoolsuk, Governor of the Expressway Authority of Thailand (EXAT), stated that the feasibility study for the Koh Samui Expressway Project is of paramount importance to enhancing transportation security, public safety, and the overall quality of life for citizens. At present, travel to and from Koh Samui is currently accessibility to Koh Samui is restricted to only two modes, maritime and air transport, both of which face operational constraints and are highly vulnerable to adverse weather conditions. This vulnerability significantly impacts local residents, the tourism industry, and emergency response efficiency. Furthermore, this initiative is not merely a transportation bridge. It is an integrated infrastructure project designed to accommodate essential utility systems, including electricity, water supply, and telecommunications networks. This vision led to a Memorandum of Understanding (MOU) for collaborative data exchange among the Expressway Authority of Thailand (EXAT), the Provincial Electricity Authority (PEA), the Provincial Waterworks Authority (PWA), and National Telecom Public Company Limited (NT). The objective is to upgrade both the transportation and utility networks to ensure seamless 24-hour connectivity between the mainland and Koh Samui, ultimately fostering sustainable national economic and tourism growth
The Koh Samui Expressway Project is designed as a sea-crossing elevated expressway connecting the mainland to Koh Samui, featuring a four-lane dual carriageway (two lanes per direction). The project originates at a junction with Highway 4142 in Don Sak Subdistrict, Don Sak District, Surat Thani Province. The alignment proceeds eastward, intersecting Highway 4142 within Khuan Thong Subdistrict, Khanom District, Nakhon Si Thammarat Province. Subsequently, the route traverses northeastward through oil palm plantations and Ao Prathap before heading east to approach the Koh Samui coastline at the Laem So hill area. The project terminates at its connection with Highway 4170 in Taling Ngam Subdistrict, Koh Samui District, Surat Thani Province, with a total length of approximately 37 kilometers.
The total investment value of the project, comprising land acquisition costs, construction costs, supervision fees, and operation and maintenance (O&M) expenses, is estimated at approximately 74,044 million baht. The project yields an Economic Internal Rate of Return (EIRR) of 15.58% and a Financial Internal Rate of Return (FIRR) of -0.31%. Construction is expected to commence in 2028, with the scheduled opening for service in 2033. Furthermore, the Expressway Authority of Thailand remains focused on development to enhance the convenience and speed of travel between Koh Samui and the mainland, while strengthening the stability of the infrastructure and utility systems on Koh Samui,” Mr. Surachet concluded
